What is standard?
With industrial growth, western developed countries came to realize
the importance of standardization and founded various organizations.
The leading standards organizations are as follows:
IEC : International Electro-technical Commission
- Founded in 1906. the first standards organization in electrical engineering
No. of member states : 56
ISO : International Organization for Standardization
- Founded in 1947 aimed at making uniform international standards
for engineering and promote arbitration
CEE : Commission Internationale de Certification de Conformite

- Electrical devices(e.g. lamp, electric heater) with poor quality poured out
in European market, causing growing no. of accidents(fire & electric shock).
For enhancement of electrical safety, an organization was formed by relevant
companies, engineers, professors in 1920 and was renamed as CEE in 1946.
After merging with IEC, CEE was changed to IECEE and has become
a standards organization with the world’s leading certification scheme in electronic,
electrical areas.
Background of standards
Various standards organizations enacted different kinds of standards, yet there was
more need to introduce standards in view of user safety rather than product specs.
Definition of Standards
Each government regulates import through various quarter systems
as direct trade barrier tools.
It also enacts safety/electromagnetic waves/environment standards
on safety of product & structure to protect users from hazards
such as fire, electric shock, noise, heat, etc.
Companies must go through government certification system
according to the standards.
Without obtaining certification, no products are permitted for import or sales.
Therefore, standards are required as certification tools for export or sales .
